CHILDREN & YOUNG PEOPLE
The target group (TG) children and young people at risk of dropping out of school is composed of 750 people, aged between 6 and 13 years, school population in primary, lower secondary education, level of education (ISCED 1) and school population in upper secondary education 11-17 years, level of education (ISCED 2). The target group comes entirely from rural areas / partner schools.
Membership criteria:
– children and young people from low socio-economic status (poor), especially in rural areas;
– Roma children and young people;
– children who have one or both parents working abroad or remigrated children who need support for school and social reintegration after returning from abroad;
– children from disorganized or single-parent families;
– children from child protection institutions or who benefit from another protection measure;
– children of migrants / refugees in Romania;
The project aims to select a similar number of children (about 250 children per year) annually, during the 3 years and does NOT keep the same target group throughout the implementation period. The transition to lower secondary education (ISCED 2) and upper secondary education (ISCED3), respectively, will take place in each of the 3 years, and the final value of the indicator will be the value for each school year between the 3 years, in which the target group of the project made the transition to the next educational cycle.
The selection of the TG will be made through Sub-activity 1.1. Development of specific methodologies for identifying and monitoring children at risk of dropping out of school and those with possible learning and psycho-behavioral difficulties , which aims to achieve the result R1 Specific methodology for identifying and monitoring children at risk of dropping out of school developed .
- children and young people with special educational needs, aged between 3 and 24 years
CHILDREN & YOUNG PEOPLE
The target group (TG) children and young people with special educational needs is composed of 80 people, aged between 6 and 13 years, school population in primary, lower secondary education, level of education (ISCED 1) and school population in upper secondary education 11 – 17 years old, level of education (ISCED 2). The target group comes entirely from rural areas / partner schools.
Membership criteria:
– children and young people with SEN and / or non-school disabilities;
– children and young people with a degree of disability and school / professional guidance by the School and Vocational Guidance Commissions (COSP) within the county centers of resources and educational assistance (CJRAE) these being children who have disabilities and SEN simultaneously;
– children and young people with a degree of disability and not school / professional oriented by the COSP, these being children who have disabilities and SEN at the same time and for whom the parents / legal representative do not request school guidance, as well as children and young people with severe disabilities, whereby educational measures are mainly aimed at the full development of human potential, their mental and physical abilities, personality, talents and creativity;
– children and young people not classified as disabled and school / professionally oriented by COSP, these being either children who have disabilities and SEN at the same time, but for whom parents do not request / refuse disability, or children only with SEN;
– other children and young people at risk of developing personal skills, with learning difficulties, developing or adapting to school, who are at a time in a situation of school failure or at risk of dropping out of school, identified as such by specialized staff (teachers, school counselors, speech therapist teachers, etc.), but who are not yet recognized with SEN and / or disabilities, not yet receiving specialized support;
– children and young people capable of high performance (gifted) who demonstrate potential acquisitions and / or skills (eg general intellectual ability, specific academic aptitude, creative or productive thinking, leadership ability, visual and representative arts, psychomotor ability), who do not benefit from a favorable socio-family-cultural environment, who have particular needs for information, socialization, integration in communities, to express their potential, need educational alternatives that suit their learning style, the way they interact with their peers , personality characteristics (differentiated / specialized curriculum, individualized training paths for trained teachers, mentoring and tutoring programs; education in differentiated training centers);

Secondary target groups

PARENTS & tutors
TG parents / guardians and family members of children and young people from the main target groups consists of 268 people. The target group comes entirely from rural areas.
Membership criteria:
– the quality of parent / guardian of one (or more) children / young people with disabilities or special educational needs (SEN);
– the quality of parent / guardian of one (or more) children / young people at risk of dropping out of school;
– poor livelihoods: low income, low living space and poorly equipped, sometimes without connection to utilities, conditions for proper hygiene do not exist, etc .;
– access to information limited by geographical location, such as the localities in the Danube Delta or those in the mountain area / isolated communities participating in the project;
– a low level of education;
– low level of information, knowledge and understanding of the principle of desegregation, as well as the need for full integration / acceptance of children / individuals with disabilities or special educational needs (SEN);
– negative / discriminatory attitudes towards children / individuals with disabilities or special educational needs (SEN);

PEOPLE
TG education staff (teaching staff, auxiliary teaching staff, managers and administrative staff, school counselors, etc.), who work with children and young people in the main target groups consists of 211 people who practice their profession in rural areas.
Membership criteria:
– the quality of education staff (teaching staff, auxiliary teaching staff, managers and administrative staff, school counselors, etc.), working with children / young people with disabilities or special educational needs (SEN) and / or children / young people with risk of dropping out of school;
– quality, processes and educational practices: the need for training for the development of new skills in working with children facing emotional problems, low living standards, domestic violence, etc., the need to improve teachers and specialists for the development of new skills in work with children with disabilities or special educational needs (SEN) at the same time as the rest of the children in the class.
– quality of teaching and learning processes: the need for training to improve the skills of teachers, who need to find new ways to co-interest children who are overly / exclusively concerned with communication technology and the internet, to the detriment of any other activities or inappropriate curriculum .

PEOPLE
TG professionals / volunteers in the field of social services, which provide services to children and young people from the main target groups, is composed of 10 people, from two development regions of Romania, respectively from Suceava County and Tulcea County.
Membership criteria:
– the quality of professional / volunteer in the field of social services, which provides services to children and young people from the main target groups;
– collaboration with education staff (teaching staff, auxiliary teaching staff, managers and administrative staff, school counselors, etc.), working with children / young people with disabilities or special educational needs (SEN) and / or children / young people with risk of dropping out of school;
– collaboration with parents / guardians with a low level of education and poor livelihood, who sometimes abuse alcohol, face or provoke situations of domestic violence;
– collaboration with public authorities, NGOs that manage children / young people with disabilities or special educational needs (SEN) and / or with children / young people at risk of dropping out of school;
The selection of the TG will be made through Sub-activity 1.1., With the involvement of 3 specialists in the field, during which a specific selection procedure will be carried out for each category of TG in the project.

TG other secondary target groups consists of 150 children interacting with children in the main target group and 50 parents / guardians in the category of other secondary target groups, who come from rural areas.
Membership criteria:
– the quality of colleague of the TG children / young people with disabilities or special educational needs (SEN) and / or children at risk of dropping out of school;
– the quality of parent of a child who is a colleague of the TG children / young people with disabilities or special educational needs (SEN) and / or children at risk of dropping out of school;
– access to information limited by geographical location, such as the localities in the Danube Delta or those in the mountain area / isolated communities participating in the project;
– a low level of education;
– low level of information, knowledge and understanding of the principle of desegregation, as well as the need for full integration / acceptance of children / individuals with disabilities or special educational needs (SEN);
